As I have brought up, I encourage you to create relevant NPCs for your backstories (or for other reasons, if you wish), with the reward of Bonus XP.
Below are some guidelines-
If you are creating a simple character who is not an adventurer or main adversary, they should have NPC classes.
Examples:
Store Owner - Commoner
Your Rich-but-Useless Brother - Aristocrat
Town Guard - Warrior
Local Historian - Expert
Village Shaman - Adept
If you are creating a character meant to hold their own in battle, or who is (or once was) stronger than you, they should have Player classes.
Examples:
Your Fellow Monastery Student - Monk
The Leader of the Local Thugs - Barbarian
A Big City Priest - Cleric
A Renowned Thief - Rogue
Head of the City Guard - Fighter
Local Wizard - Wizard
If the NPC is a major key to a plot, they definitely have PC levels, and may even have Prestige Class Levels
Examples:
The Leader of the Assassin's Guild - 5th Level or Higher Rogue with Levels in Assassin
Head of the Dragon Tribe - 7th Level or Higher Sorcerer with Levels in Dragon Disciple
The Greatest Bounty Hunter - 2nd Level or Higher Ranger, 5th Level or Higher Sorcerer, with Levels in Eldritch Knight (or just make a Magus)
Your Childhood Hero - 7th Level or Higher Fighter with Levels in Duelist
